No cam-lock tool or rubber tighteners though they can be purchased fairly easily - online or perhaps at the local truck stop.
Laclede Chain offers chain width and length specs with their chain kits. That might be an easy way to see how close these measure / compare to your tires.
I looked at TireChain.com and they want ~$15 for the cam tool - more than I'd think. My frugal option would be to visit the local pawn shop's misc tools bench and buy a larger hex tool and grind the working end flat to fit into the cam slot. The hex tool will be hardened steel vs mild steel that bends.
