EDIT:
Might a perm solution be to move the plate up. Drill two mounting holes near the bottom of your swing out and use the plates bottom holes. It does not look like the plate extending above the swing out would cause interference.
Or, just keep sending curious photos...

I'm glad I went up that obstacle instead of down it when we were there last year.
Yep! You know you've been wheel'n when the plate's bent.
I'll go back to my - mount the bottom of the plate with the bottom of the swing out - then bend the top to follow the top of the swing out / not block the light. I don't think you'll be blocking any letters on the folded on top section of the plate. The stickers are at the bottom along with the state name. Might all of the needed info fit within the vert surface of the swing out if you did that?
EDIT: Then maybe not - I'm seeing that you have a different plate style than typical Colo.
