Apparently, neither did the parking brake. Which is a known issue with the TJ and JK, and probably the JL as well.
This is a video of the Jeep that didn’t have the parking brake set on Black Bear. I post it because they are asking for donations to help the injured.

Just wow! I saw the story, but the vid really hammers home the severity of the accident.

I question how/where it was parked. If I had the ready choice, it'd be parked (front wheels turned as needed) so that if it started to roll, it'd roll in the safest direction. I'm not pointing a finger at the guy - but I do question.
Turning the wheels appropriately when parking on a grade was a taught in driver ed back in the days of manual transmissions. I doubt it's even mentioned anymore.
