Frame Welding

Have some frame cracks in the C-channel frame of the cj....wondering what is the best way to repair. Grind out the cracks a bit and weld back? At some point, the front frame horns will probably need to be boxed in, but trying to get this fixed first and box in the rest later.
Also open to paying for shop work in the right situation....I'd like this done right.

Drill out the end of the crack to relieve the stress. Then grind out the crack enough to get good filler contact and penetration and weld it up.
