"For what it matters, China Wall is considered a designated OHV trail (at least according to this Stay the Trail list: http://staythetrail.org/content.aspx...dule_id=234795) and requires a permit even for licensed/registered/plated full size vehicles (like jeeps). Note that the OHV permit is not an OHV registration (such as is required for a non-license/plated ATV or the like). I got my OHV permit with the upcoming China Wall run in mind, but it works for any other OHV designated trail and is valid through March 31 of 2018.
I realize some may disagree with this policy - heck I am not sure I agree with it and have never gotten one before - and I would guess chances of an actual citation are pretty low (I've never been approached by an officer or ranger about it previously). Curious where you are seeing that a permit is required. It is not on this list of affected trails. I have no problem buying one but waited until the last minute and it'll be a pain to get down there tomorrow.
