As told to me by an FFL dealer, this is current protocol already. Because if you can't pass the bgc, the only way to go thru with the process is to lie on the paperwork.
EDIT: Thanks to Micheal, I called up my buddy that works at Alpha1 Drop Zone (my former FFL) in Wichita,KS. He refreshed my memory on the situation. For some reason, I always get delayed, not denied. Which means that if an FFL doesn't hear back after 10 days, you can walk off with your purchase. If the ATF finds out after the fact that you didn't pass the bgc, then they will pay you a visit.
