When we ran Spring Creek, my jeep was cutting out. I think this is my issue, I cleaned the contacts and now problems seems to be resolved.

you can take the ballast out. it is only there to make the fuel pump run quieter.

I have to get it out on another run and shake it down, but in town it seems to be fixed.
