Vandalism is an excellent excuse to shut down vehicular access to trails.
If you see anyone committing vandalism get their plate number, photos if possible and turn them in.
I'd never rat someone out for a victimless "crime", but crap like this will negatively affect a lot of people and I would burn the perps in an instant.

I read the story on the link, and it makes sense that it is illegal to remove artifacts from public land but I never knew that. People make me sick
In many parks, they don't even want you to pick a wild flower... Why on earth would a person think it would be OK to take (chisel out) a relic like that??? I wonder if the perps had kids with them. What would you possibly say to explain your actions to your child if you were to do something so stupid and selfish? We've taken both of our girls on tours through many caves etc. and the rule is pretty much.... "Don't touch". - Keep your hands in your pockets".
That's true and I hope they nail the @sshole.
An interesting side note is this applies to trail cleanups as well. If you come across a pile of old tin cans at an old mining site they're best left alone since they could be over 100 years old. I've run across plenty of these which were apparently all that remains from an old mining dump site.

I have a split personality regarding stuff left behind by people.
The trash around old mines, home sites and ghost towns is part of history and I think ought to be left in place.
When somebody dumps the same kind of stuff in the same area today he is a no good scum sucking pig as far as I concerned.
I don't make much sense to myself sometimes.

All kidding aside, its pretty deplorable when people do this stuff and I hope the people involved get caught.
Not sure to what level this is illegal since Sand Flats is just a Recreation Area run by the BLM, so not nearly as strict as if it were taken from a National Park. I'm sure its still illegal (or at least hope it is), but I suspect no one will see that piece again unless it is anonymously given up. Entry and exit of Sand Flats isn't particularly tight (you could totally sneak in the exit of Hells Revenge and the guard house is only staffed during bank hours in my experience), so its unlikely there is much evidence to go on to find it unless the scumbags who stole it try to sell it or something.
If the picture in the OP is any indication, it looks like it was already breaking off and someone just took it once it did.
From what I have heard, Federal prison is a good time. I hope these guys get to enjoy it. The Feds don't take this stuff lightly.
Probably sitting in some trust fund baby's private collection to the tune of several tens of thousands of dollars... I doubt they'll ever catch em'
The point is that what's "garbage" to one might be treasure to someone else. To some a dinosaur track is just a dent in a rock, a balanced rock is something to be knocked down, a rare skeleton is just a bone, a 1912 Stanley Steamer is just an old car, etc.
A pile of cans can reveal a lot about the people who lived in the area and I'm not the one to decide whether or not 100 year old scrap pile contains valuable information or not. I'm drawing a blank but IIRC it was a junk pile that was found that explained bizarre behavior of survivors of Shackleton's(?) expedition after abandoning their ship in the Antarctic. Turns out the junk pile contained cans that were sealed with lead and the survivor's had severe lead poisoning that lead to serious decline in their mental functions. If someone cleaned up that junk pile it would have remained a mystery forever.
