I agree what is wrong with the people that "manage" these areas ? do they never learn that if you want to somehow keep an outdoor rock in the shape it is now you must guard it 24/7 ? leaving...
I cant help much over the net but I will say every time I had a noise there it required a large screwdriver or pry bar to find the loose part ... even doing pull ups on some of the parts wont make...
