Agree they can but how many non hams have actually heard of aprs. And do I care if they know where I am at when off roading? Personally i don’t.
2 meter does seem to be more active than 70cm though I don’t do much ham except on the trail. SOTA etc.
My aprs uses a baogeng uv5r, mobilelink tnc, a cheap cell phone for aprsdroid, and a 40 watt amp.
All radio is line of sight though one does get a bit of curvature as waves pass over the horizon.
I run CB, and two ham radios. One ham is dedicated aprs. I tout ham because of all the repeater....
A 40 watt uhf/VHF ham radio does all that.

Definitely slowed by about 1/2 day and the worst is to be north into Cheyenne. Blizzard warning up there. Snow here by noon.
