You are right, the week will read with a 0 in front like 02 for second week. Even still a 20 year old tire is suspect in my mind. They look like they may be retreads, so changes things somewhat.
This was caused by cranking the torsion bars to give lift. With Explorers and Rangers the shock is the droop limiter. There is a rubber bump stop to limit compression but the only thing that stops...
