Title says it all again. Front Derailleur throwing your chain off? Need brakes? New Cables? New hydraulic brake lines? Want a new part installed but you found out you can't get the old one out without a special tool? Need new tires for the season? I'll do it!

Depends how far out the rim is. Typically yes. If it's too far out I can always lace you up a new wheel using your old hub and spokes if your spokes are nice and straight still.
