I did some welding on my neighbor's pop up trailer a few weeks back. Looks like the big flap/tab of metal that supports the winch got bent many moons ago and finally couldn't handle the stress. I added a strap from the tongue up to the flap and AFAIK it has held up. I told him the only guarantee on my welding was there is no guarantee.
